•  INTRODUCING THE TRANSITION BROKERS
The role of a Transition Broker is to assist potential early school leavers by providing individual case management using a brokerage approach among local providers. Transition Brokers assist young people make a smooth transition from school to employment, training and further education. Transition Brokers are responsible for tracking early school leavers who have left school before completing their VCE (Victorian Certificate of Education, Year 12) and to ensure that they have a known destination.

The key tasks of the Transition Brokers are:
To clarify each student's reason for wanting to leave compulsory education
Assist a young person to develop their individual pathway plan
Assist in the decision making process including re-engaging potential early school leavers into further education
Providing support and linkages into existing services to ensure successful transition from school to further education, training or employment
Follow up each school leaver to ensure that they have a known destination, and to provide assistance if it is required
Continue tracking exited students as required in order to secure and sustain their placement.

My name is Lee Demetriou; I have been working as a Transition Broker for the past 16 months. Prior to this I received my Bachelor of Arts in Youth Affairs and soon after worked in a non-profit organisation as a Residential Worker with young females between the ages of 14-17 for three months. Being a Transition Broker has been an effective, rewarding and challenging position by responding to the individual needs of every young person identified 'at risk' and planning an effective and sustainable outcome and allowing young people to be the soul decision makers in their quest to a secure future.

Hi! I am Adriana Lancuba (the one with the big curly hair in the middle), and I work in 3 of the 8 schools within the City of Whittlesea. Prior to this I completed a BA of Youth Affairs in 1999. During this course a did a variety of placements in areas such as recreation at the Kensington Adventure Park, group work at Kildonan (a family and youth support agency) and policy making at (what was then) Ethnic Youth Issues Network. I gained employment and continue to work with the Youth Activities Service (YAS) at Kildonan Child and Family Services. YAS gives young people the opportunity to form friendships, gain knowledge about relevant youth issues and gets them involved in a variety of activities and outings, which they may not otherwise have.

For me the best part of working as a Broker is the face to face contact I have with young people and assisting them in making informed decisions about their future. Most young people really appreciate the fact that they have someone "stalking" them, to make sure they are on track. Furthermore, the fact that up until this point I have lived in the City of Whittlesea my entire life, really makes me feel that I am making a difference for young people in my own community.

 

Liz Crosara

Liz Hi, I'm Liz Crosara and I'm one of the transition brokers with the Whittlesea Youth Commitment. I am tertiary qualified with a BA from Melbourne University and have worked for the last three years in the Job Network intensively case managing long term unemployed. I have now brought these case management skills over to the young people I work with, and find the job both challenging and rewarding. The most rewarding aspect of this job for me is the opportunity to work with young people to prevent them from becoming long term unemployed statistics later on in life.

 

Megan Fox was the first Transition Broker at Whittlesea Youth Commitment and in fact Australia. She has left there and now works with TAFE students as a case worker for Managed Individual Pathways..

WHITTLESEA YOUTH COMMITMENT

•  INTRODUCING THE COMMUNITY TEAM
The Collective efforts to develop a Youth Commitment in the City of Whittlesea forged new relationships between providers which can be expressed as a commitment to a Community Team. This team comprises at least one staff member from each WYC agency and meets twice each school term, or eight times a year. The Community Team is made up of staff from the "participating agencies" who work directly with young people (from Centrelink, Job Network, Group Training, Further Education, TAFE, Jobs Pathways Programme, youth workers, community workers, Victoria Police, and each of the eight schools). At least one member of each school's Transition Team attends the Community Team meeting. The transition brokers also attend, and provide the Community Team with data on the destinations of exiting students as they become available term by term. The main purpose of the Community Team is to collaborate in tracking the pathways taken by young people through the local service system.

The following is a summary of the actions required of Community Team agencies in tracking young people and providing assistance and on-going support for students leaving secondary colleges.
1. Determine the eligibility of the client for receiving a passport. Issue a Passport Package if necessary
2. Counsel the client regarding options and provide assistance in commencing an Action Plan.
3. Determine whether clients kept appointments with the agency that they have been referred to and has been identified in the action plan.
4. Complete Community Team Tracking Proforma and return to NIECAP on February 28 and June 30 of each year for processing.

This resource guide outlines the approach taken by Transition Brokers working with the Whittlesea Youth Commitment. It was prepared in response to requests from school communities across Victoria during 2001, many of whom are beginning to develop new structures to assist early school leavers. The Manual will be the key resource for inducting new Transition Brokers to the Whittlesea Youth Commitment.
