This paper was produced to explore how much progress was being made in ensuring that all young people had available to them a curriculum (and a certification regime) that would engage them through Year 12 and would lead on to meaningful next steps for them – a regime that would, to put it simply, bring out the best in them and recognize their diverse interest.

Setting the Pace: a report on aspects of education, training and youth transition is an independent study of developments in education and training in Victoria since 1999. The report has been jointly commissioned by the Business Council of Australia, the Education Foundation and the Dusseldorp Skills Forum and is authored by Mike Long of Monash University’s Centre for the Economics of Education and Training (CEET).

This report by Access Economics has been jointly commissioned by the Business Council of Australia and the Dusseldorp Skills Forum to test the merits of the economic case for increased policy emphasis on youth participation in education, training and employment specifically in relation to the Government's own work with inter-generational issues. It provides further analysis and modeling of the information used in the Treasury Working Paper: A Note on Educational Attainment and Labour Force Participation in Australia and The Intergenerational Report 2002-03.

OECD studies consistently indicate that failure to make an effective transition to permanent work or to full-time study is associated with long term risks of marginalisation, helping to trap people in a cycle of unemployment, part-time work and government schemes. The National Youth Commitment is based on the idea of preventing such marginalisation through providing an entitlement for each young person to access a minimum level of education and training in the post-compulsory years.

The Slingshot program is a self-employment pathways program designed to assist young people who have an interest in running their own businesses to learn relevant skills and to explore the opportunities presented by self-employment. Slingshot’s target group of young people aged 18 to 24 years old who might otherwise not have the opportunity to establish their own enterprises included a particular focus on young people facing barriers to education and skills development and to employment. Below is a collection of manuals to assist you in running your own Slingshot program.
