YOUTH ACCESS BUS PILOT

A free school bus accessibility pilot program for young people (15-19 years old) attending TAFE and ACE programs in Ballarat that ran for terms 3 & 4 of the 2002 year. The program evaluation recommended to the Victorian Learning and Employment Commission (VLESC) the extension of the program to the remainder of Victoria. The Victorian Government has authorised and announced changes to the school bus guidelines that enables young people, 15-24 years old and engaged in accredited education and training programs, to access spare capacity on free school buses.

The bus pilot is in response to recommendations from the Kirby Report, the Review of School Bus Services and advice from a number of Local Learning and Employment Networks (LLENs) including Highlands LLEN (Ballarat Region). Access to transport has been identified as one of the major difficulties in increasing engagement of young people in post compulsory education and training.
